The Taskmaster Aluminum County Line Series Trailer Wheel - 15" x 5" - 5 on 4-1/2 - Machined Black Fork # TA27XR does indeed come with the black center cap.
If you were also interested in the 15" Lionshead Aluminum Eagle Trailer Wheel # LH36VR, it does not come with a center cap. With that said, check out the two I have listed below. I think they would look good paired with the wheel.

Lionshead Trailer Wheel Center Cap w/ Snap-In Plug - 3.19" Pilot - Stainless Steel # LHCS102-SI60C
If you wanted to go a different way, the wheel has a 3.19" diameter pilot hole, so just make sure to match that.
