Does the Blue Ox Base Plate for a 2025 Ford Maverick Have a 6-Pin Connector and a Breakaway Switch?

No, it does not Jon. The Blue Ox Base Plate Kit item # BLU86HR does not include any of the brake away or electrical components. The 6-pin connector will come with the wiring harness like the Roadmaster item # RM-152-98146-7. The breakaway switch will come with the supplemental braking system like the Blue Ox Patriot item # BLU37TR.
All of these parts are confirmed to fit the 2025 Ford Maverick. I have listed everything else you will need to flat tow your vehicle below:

Roadmaster Brake-Lite Relay Kit for Towed Vehicles item # RM-88400
High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter.
