Yes, it will Mark! The etrailer Hitch item # e23ZR has been confirmed to fit all models of the 2019 Toyota RAV4 including the hybrid. This 2" class III hitch is custom fit and bolts to your Toyota with included hardware.
I have linked an installation video below along with the instructions so you can see how to get it set up.
If you are planning on towing you will also need a wiring harness item # C56434 and a ball mount kit item # C45534.
