Question:

which hitch is good for a toyota rav4 hybrid given I need a 1 1/4inch for my bike rack? Or should I get a new bike rack that fits a 2?

For your 2019 Toyota RAV4 Hybrid I recommend going with the Curt 2" Trailer Hitch Receiver # C13416.

While this hitch has a 2" receiver, your 1-1/4" bike rack can still be reused by using 2" to 1-1/4" reducer # HT02, but also allows you to use additional 2" accessories. While using the # HT02 you will be limited to 300lbs tongue weight, but when using a 2" accessory the hitch will have a 600lb tongue weight rating.

Now the one thing you need to verify is the distance from the center of the hitch pin hole to the closest edge of your bike rack. When we installed the # C13416 on a 2019 Toyota RAV4 we found that from the center of the hitch pin hole to the most outward edge of the rear bumper was 5", so your bike rack will need to measure 5-1/2" or longer to not have interference issues.
