Why Is the Torque for the etrailer Trailer Hitch Receiver So Low

Question:
I just installed this on my 2024 Subaru ascent. The instructions say to torque the bolts to 48foot lbs. this seems very low for a grade 10.9 M10 bolt. Standard torque is 82ft lbs. Is the lower torque due to the weaker threaded s in the frame being used and not grade 10.9 nuts?
