Are the exterior width of the box for the lid or the actual outside edge of the box?

Hi Mike; the exterior width of 10-1/2 inches includes the lid for the TorkLift PowerArmor Locking Battery Box - 6V and 12V Lithium Batteries # TLA7700L.

It is 7-5/8 inches not including the lid.

Is the outer length of the bottom of the box 31 1/8” or 31 1/2”? I’ve seen conflicting info in the Q&A. Thanks
