Base Dimensions of RockyMounts DropTop Bike Rack

Question:
What are the outside dimensions for the base of the Top mount? I need to add a shim below the mount to gain more height for my bike forks. The company website states that it will work for bikes weighing up to 45 pounds but on the etrailer website it states a limit of 35 pounds. Which is correct?

The base of the RockyMounts DropTop part # RKY57Zr measures 5-1/8 inch by 1-1/2 inch. Since RockyMounts is who rates this the correct capacity would be what they list as 45 lbs.
