Yes, it can. The all wheel drive models are the only ones that can be. To flat tow a 2023 Dodge Durango you will need the following parts:
Tow Bar and Safety Chains - Roadmaster Falcon 2 Tow Bar item # RM-520 and item # RM-643
Base Plate Kit - Roadmaster Direct-Connect Base Plate Kit - Removable Arms item # RM26VR
Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267
Charge Line - Roadmaster Battery Charge Line Kit for Towed Vehicles item # RM-156-25
Supplemental Braking System - SMI Stay-IN-Play DUO Supplemental Braking System item # SM99251 or item # SM99243 if your motorhome has air brakes
High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter. It's worth noting that only Durango models equipped with AWD AND 2-speed transfer case can be towed 4-down. This can be determined by locating the 4WD Low & Neutral buttons found between the shifter and center console. Not all AWD models offer the 2-speed t-case with the neutral setting.
