I am looking to flat tow a 2023 Ford Maverick and have a couple of questions. do I need a charge line kit? do I need a brake light relay kit?

Yes, and no. If you plan on using the Blue Ox Patriot Radio Frequency, Portable Braking System item # BLU37TR, you were looking at, you will also need the Roadmaster Brake-Lite Relay Kit for Towed Vehicles item # RM-88400. It will keep your Maverick's brake signal from overriding the turn signal from the RV when applying the brakes during a turn.

You will not need to install a charge line.

High Low Adapter - The tow bar needs to be within 3" of level. If you measure the height of the inside top of the hitch receiver tube on your RV, and the height difference is more than 3 inches above/below the base plate tab height, you'll need a high/low adapter.
