For you 2023 Highlander Hybrid you'll need some different parts in order to tow you pop-up camper. For the hitch I recommend the Draw-Tite Max-Frame Trailer Hitch Receiver # DT65MR. This hitch will allow you to use a weight distribution hitch, which might not really be needed with a pop-up trailer but we would be helpful later on if you ever sized up. This hitch also won't interfere with the spare tire, as some will require an 18" or smaller spare.
To install a 7-way on your Highlander you'll just need the Tekonsha OEM Replacement Vehicle Wiring Harness w Brake Controller Adapter # TK57VR. This is going to come with everything you need to complete the installation, besides the tools.
For the brake controller I recommend the Redarc Tow-Pro Liberty Brake Controller # RED24FR. This brake controller has one of the smallest footprints on the market and looks almost factory depending on where you install it. I have one myself in my truck and love it. The # TK57VR is going to come with a universal wiring harness to plug into one of their brake controllers, you can just hang on to that and use Redarc's # RED69FR instead.
I recommend following the installation video I have attached below where Shane will walk you through installing the Liberty. You'll also want to pick up the # 331-TPSI-001 to install it just like he does for a nicer factory look. Once all of this is completed you'll be able to tow a trailer with brakes.
If you're looking for a new 7-way for your camper as well then the # 3375601101 if your trailer still has the metal junction box from the factory. This new junction box makes it super easy to see your connections and provides a much more organized look, which is super helpful when installing new lines or troubleshooting. If you need the 7-way cable as well then the # H20046 you were looking at would be a suitable replacement.
