Does this converter/charger have a built-in transfer switch and will sense when plugged into an AC source and power devices from the AC source and also charge the batteries?

The Go Power RV Converter and Smart Battery Charger # 34266169 is solely to charge the battery when connected to AC shore/generator power so there's no need for a transfer switch. If you're not connected to shore power then there's no power running through the converter to charge the battery.
It does have a built in smart charger which will change the charging modes based on the charge level of the battery to help maintain the battery properly and extend its lifespan.
When installing this converter you would need to run a dedicated circuit solely for this converter. This means that one space on your power center's hot bus bar will need a breaker just for the one outlet that you'll be plugging the converter into and nothing else can be wired to it, otherwise you could trip the breaker when the unit powers on to charge the battery.
