The biggest difference between the Roadmaster Crossbar-Style Base Plate Kit # RM-521453-4 and the Roadmaster Direct-Connect Base Plate Kit # RM-521453-5 for your 2021 Jeep Wrangler Unlimited is going to be the style of tow bar that you can use. The Crossbar-Style Base Plate Kit # RM-521453-4 will allow you to use a tow bar like the etrailer SD Non-Binding Tow Bar for Roadmaster Crossbar-Style Base Plates # e44ZR. The Direct-Connect Base Plate Kit # RM-521453-5 will allow you to use a tow bar like the etrailer XHD Non-Binding Tow Bar for Roadmaster Direct-Connect Base Plate # e84ZR ( you would also need # RM-910029 to attach the tow bar to the base plate kit). Personally I recommend the Direct-Connect Base Plate Kit # RM-521453-5 because it is easier to use a tow bar with because the tow bar will simply insert into the arms of the base plates, as opposed to the more time-consuming crossbar. The crossbar doesn't actually add any benefit. The direct-connect is easier to use and provides a cleaner look.

A few things you would need to flat tow your 2021 Jeep Wrangler Unlimited other than the base plate kit, tow bar and safety cables (both tow bars mentioned above include the safety cables) would be tow bar wiring like the Demco 4-Diode Universal Towed Vehicle Wiring Kit # DM9523010-54 and supplemental braking system like the Demco Stay-IN-Play DUO Supplemental Braking System # DM86VR.
