I checked out your Sure Trac Dump Trailer Model ST7210DOD-B-100 online and found that it uses a standard A-frame jack so the etrailer jack part # TJA-5000S-B that you referenced would work great as it would bolt right up and has a 5,000 lb capacity.

In order to determine the torque rating for the lug nuts on your trailer you will need to know check out the chart I attached that shows all of the torque specs for all the trailer lugs available based on stud size, wheel material and wheel size.
