  Is the jack overloaded which is causing the excessive amperage draw? What jack do you have? Can you see an amperage rating on it anywhere which would give you an idea what it should be drawing?   I do not recommend installing an a-frame jack in a manner that requires you to disassemble it. What I do suggest, since you have fabrication capabilities, is that you make a new a-frame jack mounting point on the trailer at the height you want it and then simply install a jack like the Bulldiog # TJA-5000S-B from above as usual.
