Will this wire harness work with the Highlander Hybrids electrical system? I’d there anything else I will need besides a hitch for setting my vehicle up to tow my utility trailer? I already have the P3 brake controller.

Yes, the Tekonsha item # TK57VR wiring harness works with your 2020 Toyota Highlander XLE Hybrid. I would be glad to recommend a full towing set up for your Highlander.
Starting with the trailer hitch receiver I recommend the EcoHitch item # EH35VR due to it being the only trailer hitch available for your Highlander that will allow you to store a full sized spare tire.
I also recommend adding the Mounting Bracket for 7-Way item # 18138 to mount the 7-Way harness to the Ecohitch receiver item # EH35VR.
You will also need a ball mount, hitch ball, and hitch pin and clip which can all be found in the etrailer Ball Mount Kit item # 989900.
