Question:
I have a 2013 Forrest River xlr 27hfs toy hauler. It has the 4400 axle even though most have the 3500 axle. Will the brakes for a 3500 work?

We have exactly what you are looking for!
Since your 2013 Forest River XLR 27HFS toy hauler has a 4400lb axle instead of a 3500lb axle you would not want to go with 3500lb braking assemblies. The reason for this is the strength of the magnet will be less and you will have less braking power.
Even though a 3500lb assembly and 4400lb assembly are the same size and could be interchanged, I recommend going with the Dexter Nev-R-Adjust Electric Trailer Brake Kit - 10" - Left and Right Hand Assemblies - 4.4K # K23-478-479 as they have the 4400lb rating to match your axle so you will have the correct braking power for the weight of your trailer.
I included a video of the # K23-478-479 for you to take a look at.
