How Tall is the Backing Plate of the Single Axle Trailer Fender HP36VR

Question:
What is the dimension from the top of the fender to the bottom of the back plate? Looks like it might be about 13 inches, but really need to be sure since this will be exposed on the interior of the camper and I need it to be low enough to seal against moisture intrusion.

The backing plate of the # HP36VR measures 12". I was able to pull this part from our warehouse and measure it to confirm.
