We do have a Thule GateMate Pro Tailgate Pad and Bike Rack that fits a 2019 Chevy Silverado 1500, though it is a different one than you mentioned.
The correct fit for a 2019 Chevy Silverado 1500 is the Thule GateMate Pro Tailgate Pad and Bike Rack # TH824PRO.
I have added some photos showing this on a '19 Silverado 1500 as well as a link to a video review showing it in use on this same truck.
