Yes. The etrailer Trailer Hitch Receiver # E98866 does come with everything you would need to install it, from the mounting hardware down to detailed, step by step instructions. If you've got some basic hand tools, you can likely install this yourself by following along with the installation video I've linked to this answer. If you'd rather not, you should be able to have any local auto repair shop install this for a fee.

If you're going to be towing with this hitch you'll also need trailer wiring, a ball mount and hitch ball. I recommend using the Tekonsha # 118802 for the wiring since the Tekonsha harnesses are a bit more reliable than others. To round out your towing package I recommend using the etrailer Ball Mount Kit # 989900.
