I have a solution for you, but the Replacement Front Anchor Plates # LC182870 are designed for GM vehicles. The correct truck bed camper anchors for your 1999 Ford F-150 are the HappiJac Anchor Tie-Downs for Truck Bed Camper # LC182861.
The 1999 F-150 actually doesn’t have the traditional Direct-to-Frame installation; instead it has a modified Camper Anchor kit that connects to the truck a little differently. While it does have a frame bracket that attaches beneath the bed – the actual anchor points for the turnbuckles are the chrome bolts, permanently attached through the outer bed sheet metal and will function just like the rear anchor (bumper) bolts, by sliding over the anchor coupler.
