i have a1989 ford bronco xlt but there are no holes in frame and where the spare tire is supposed to sit is actually where my gas tank sits with no room to get to inner frame.

The fact that you do not have holes on the frame of your 1989 Ford Bronco is not a problem. You will drill holes into the frame to install this Curt Hitch # 14001 on your vehicle.
The location of your spare tire will not be a problem either, check out the installation instructions I attached that show how it installs. I also attached an installation video for this hitch for you to check out.
At most you have to reposition your spare tire, but that would be the worst case scenario.
