I contacted our representative at Curt and he informed me that you will be able to keep your spare tire on your 1997 Ford F-250 extended cab long bed with rear full tank, with the Curt Trailer Hitch Receiver, part # 14001.
When installing part # 14001, you will need to lower the spare tire to install the Curt Hitch. After installation you will just need to raise the spare tire and position it into place.
To complete your towing setup, you may be interested in the following items:

2-5/16 Inch Hitch Ball, part # 19286

Also, if you do not already have a brake controller, the Tekonsha Prodigy P2 Brake Controller, part # 90885, would be a good option, as it is user friendly and one of more popular controllers. To install a brake controller on your 1997 Ford F-250, you will need the Brake Controller 7 and 4 Way Installation Kit, part # ETBC7, if you do not already have a 7-Way on your truck.
I have linked instructions for the Curt Trailer Hitch Receiver, part # 14001, and an FAQ Article on tips when installing a trailer hitch.
