Question:
I would like to be able to install this at home. Is it possible to do without putting the car on a lift and is removing the muffler a necessary step?

You can install the Curt trailer hitch # 13314 at home. A lift is not required, but raising the vehicle using a jack and jack stands to give you more room will definitely help install a hitch on your 1999 Honda CR-V. If you have someone that can assist you in holding up the hitch when tightening the hardware, that is also going to be a big help.
Lowering the exhaust is necessary for proper hitch installation. It is actually not nearly as difficult as it sounds. Just make sure that you have a strap that can support the exhaust. You do not want it to just hang. I have included a link to a video showing a typical installation and a link to the installation instructions for you.
If you will be doing some towing I recommend etrailer Ball Mount Kit, # EBMK4, which comes with a ball mount, interchangeable ball set, a hitch pin with clip, and a carrying bag. For trailer wiring, use # 118336. I have included links to a video and the instructions for the wiring as well.
