Will this hitch fit a 1999 Mitsubishi Montero. Do the holes line up with stock holes on rear bumper of vehicle?

I do have an option for you, however the Buyers Products Receiver Tube # 3371804055 that you referenced will not line up with the existing holes on your Mitsubishi Montero's frame behind the bumper.
For a 2 inch hitch receiver that is confirmed to fit your 1999 Mitsubishi Montero as long as it isn't the Sport model I instead recommend the Curt Class III # 13091. This hitch will line up with the existing holes on your vehicle's frame for a no-drill installation and will provide you with a 4,000 pound towing weight capacity. This is the highest rated hitch available for your vehicle.
