Replacing 2-Wire Trailer Light with 3-Wire Trailer Light

Question:
My old taillight is green stop and turnand brown tail. My replacement led tail is green stop and turn brown tail and a white wire. Is the white a ground?

The white wire on your new trailer light assembly is indeed for ground. Your old tail light grounded through its mounting hardware so it didn't use a separate wire for this purpose. You just need to attach the white wire on the new light to a clean, bare metal surface on the trailer frame.
