There is a video of Curt Trailer Hitch # 13707 being installed on a Lincoln Town Car which I have linked for you; this is an install on a 2003 Town Car but the process will be the same as your 2010.
As per the linked installation instructions, a portion of which I have cut out for you to look at, states you need to rotate the bumper hanger, reattach the hanger bracket and then attach the hanger assembly to the hitch mounting plate and exhaust.
You will need to use washers to level the exhaust hanger on the plate; if you go to about the 6:40 mark of the linked install video you will be able to view how this is done.
