    Hey Justin, when we installed the Curt hitch part # 13707 on a similar 2004 Lincoln Town Car to your 2003 model we found that from the top of the hitch opening to the ground measured 11 inches. So the correct amount of rise you'd want would be right at 4 inches like the ball mount # D-28 which also happens to be a longer ball mount so it would also not interfere with your rear bumper.
