When I install the hitch-mounted cargo carrier on my SUV, the rearview camera is blocked. Is it legal to drive with the rearview camera blocked by the cargo carrier?

If your bike rack blocks your rear view camera you'd have to turn around and look behind you plus use the mirrors as you back up. Back up cameras aren't legally required on vehicles at this point so having them blocked wouldn't get you into any legal trouble.
