How would I hook up the lights so I can flat tow what is the best way to go on base plates I have the road master brake that works off of air from motorhome do yo think it is ok to tow this truck manual says under 500 miles and under 60 mph?

You can flat tow your 2001 Nissan Frontier 4x4 with manual transmission. As you stated, it is not recommended to tow over 60 mph and you need to idle the engine in "neutral" for several minutes every 500 miles to circulate the fluids so you don't cause damage. The transfer lever must be placed in 2H as well. Follow all the procedures in your owners manual.
For your base plates, I recommend the Blue Ox Base Plate Kit - Fixed Arms # BX1825. Then for your tow bar, I recommend the Blue Ox Alpha Tow Bar # BX7380 which comes with the safety cables needed.
For your braking, the Roadmaster BrakeMaster System w BrakeAway for RVs w Air # RM-9160 will work well when using custom seat adapter # RM-88175. Then for your tow bar wiring, I recommend the Roadmaster Universal Hy-Power Diode Wiring Kit # RM-154 which will utilize your factory wiring and has a connector cable as well.
Finally, you will want a high-low adapter. I've linked the page to your options and attached an article to assist with the correct fit for your application.
