to remove the red oval lens, how does one remove the grommet in order to access the bulbs? thanks.

Usually lights that mount using a rubber grommet will need to be popped-out of the grommet to give you access to the lens for removing that part to allow for bulb replacement. You can push the light out of the grommet by moving it out from the grommet, toward you as you look at it.
For instance, the red oval light # ST70RB from Optronics uses grommet # A70GB for installation. This light is a exact replacement for Truck Lite part 60202R and others as listed on the linked page.
