For the 2013 Ford Fiesta we offer Roadmaster EZ2 Base Plate Kit # 524425-1 which is compatible with all of their tow bars including the Stowmaster # RM-501. An install video for the base plates is linked for your reference.
Safe and legal flat towing requires a number of additional components apart from the tow bar and base plates. These items are detailed in the linked article and they include safety cables like # RM-643, a wiring/lighting kit like Roadmaster diode kit # RM-15267, a supplemental braking system like the Patriot # BLU37TR, power outlet kit # RM-9332 and a high/low hitch adapter like # RM-076 to keep the tow bar level.
Be sure to check your Fiesta owner's manual to confirm it can be flat towed. Check the manual index under 'towing', then 'recreational towing'.
