The etrailer Class III Receiver Hitch # e98906 referenced in your question is confirmed to fit your 2012 VW Tiguan and it does indeed have a towing weight capacity of 3,500 pounds. With that being said, a towing setup will always be limited by its weakest component. This means that if the vehicle itself has a capacity of 2,200 pounds, this is the capacity you will need to adhere to, even though the hitch is rated for more.
This custom-fit hitch will use existing holes in your VW's frame for a no-drill installation. I have attached an installation video on your vehicle that you can use for reference.
If you plan on doing some towing, I recommend the Tekonsha T-One Vehicle Wiring Harness # 118675. This custom-fit harness will install by connecting directly to the built-in ports located behind the driver and passenger side tail lights. This will provide a 4-Way connector at the rear of your VW Tiguan to connect with and power your trailer's signal lights. I have again attached an installation video that you can use for reference.
Lastly, in order to tow a trailer you will need a ball mount. I have included a great article that explains how to choose the best one for your setup, along with a link that will take you to our available selection.
