The hitch I recommend for your 1998 Jeep Wrangler TJ is the Curt # 13408. It is a Class III, 2" hitch with a towing capacity of 4,000 lbs and a tongue weight capacity of 400 lbs. The customers who have used this hitch rave about it, with over 200 reviews it has an aggregate of nearly 5 stars. To add a 4-flat connector you would want # 118409 and I also recommend checking out Ball Mount Kit # 989900, which may fulfill your towing needs in one tidy package; two ball mounts - one with a 3/4” rise or 2” drop and the other with a 2-3/4” rise or 4” drop - a 1-7/8” hitch ball, a 2” hitch ball and a pin and clip.
