I have a few questions about the part PLR158. The keeper and lug are the mechanisms that mesh on the bottom and top, correct? Also, how does the handle mount to a bar?

The keeper and lug of the part # PLR158 are the two pieces that mesh together to hold the door shut like you mentioned. The handle of this gets welded to the bar.
