Id like to get a light duty roof rack for my 2007 Toyota Camry with naked roof. I want to attach a basket for carrying luggage. I see all kinds of choices. Can you make some recommendations. I don't want the expensive thule or Yakima solutions.

A great light duty roof rack with budget considerations in mind is our Inno Square Crossbar System part # INB127, part # INSUT, and part # INK220. This is one of our most affordable roof racks for your 2007 Toyota Camry without compromising quality.
According to Inno, the crossbar stays need to be positioned 26-5/8" front to back and spaced 42-1/2" from each other spanning the width of the crossbar.
For an affordable roof basket, I recommend using the SportRack Vista Roof Mounted Cargo Basket part # SR9035. The SportRack Basket has dimensions of 44" Long x 39-1/8" Wide x 4-1/2" Deep. It is capable of carrying weight up to 110 lbs. however, you will need to contact the dealer to find your vechiles roof capacity.
