I tried to pull my 96 jeep grand cherokee, full time 4wd. on a dolly. had the trans in nuetral, the transfer case in neutral, but when I went forward the rear wheels of the jeep went backwards. Is it possible to pull this jeep with a tow bar since all 4 wheels will be on the ground?

I did a bit of research and the 1996 Jeep Grand Cherokee can be towed 4 wheels down, but you will need a drive shaft coupling to allow the wheels to rotate freely. You should always check your owners manual or with the vehicle dealer for complete instructions for towing your vehicle.
Once you have a drive shaft coupling installed you will need to install either the Roadmaster Classic Base Plate Kit with Fixed Arms, item # 1411-1, or the Roadmaster XL Base Plate Kit with Removable Arms, item # 1411-2.
Next, you will need a tow bar. If you are towing with a motor home that has a 2 inch receiver the RoadMaster Falcon 2 Tow Bar - 6,000 lbs, item # RM-520, would be a great choice. The Falcon 2 comes with the quick disconnect feature.
If you are towing with a vehicle that has a ball hitch, you can use the RoadMaster Tracker Tow Bar - 5,000 lbs, item # RM-020, along with the Roadmaster Tow Bar Quick Disconnect Kit, item # RM-201, so that the tow bar can be easily removed without unbolting the cross bar from the base plates.
Then, you will need safety cables. The RoadMaster 68 inch Single Hook, Coiled Safety Cables - 6,000 lbs, item # RM-643, will work with all of the towbars listed above.
Finally you will need wiring for the tail lights. I would recommend the Roadmaster Universal Hy-Power Diode Wiring Kit, item # RM-154. We have detailed instructions for you to review, see link, and a video installation of this kit also.
There are many other accessories that can be used when flat towing a vehicle but the above recommendations will get you started.
