The towing capacity of the 1999 Dodge Ram 1500 is up to 8,000 pounds depending on how it is equipped based on a towing capacity guide for 1999 vehicles that I was able to find. If you look at the placard on the door jamb of your truck it may list the exact capacity. If it does not then it should less the gross vehicle weight rating and a gross combined weight rating (GVWR and GCWR respectively). If your subtract the GVWR from the GCWR the difference is the towing capacity of the truck.
In 1989 there were 6 Wilderness 5th wheel trailers. They range in dry weight for 3,360 pounds up to 5,825 pounds. It would appear that your truck can handle any of them but it ultimately depends on the gross trailer weight and towing capacity of the truck.
For a 5th wheel installation kit I recommend # RP30035 which is a universal kit and popular for older trucks. For a 5th wheel hitch I recommend the Reese 16K slider # RP30051 which is an excellent value and a good overall hitch.
