I need to know if a scion xa is a flat towable car behind a RV motorhome ??

According to my research, a 2004, 2005 or 2006 Scion xA can be flat towed if it's equipped with a manual transmission. Automatic transmission-equipped vehicles must be towed using a tow dolly like part # DM9713093. I'd recommend you consult your owner's manual for confirmation.
To flat tow the vehicle, you'll need base plates, a tow bar, safety cables, a wiring solution so the vehicle taillights work along with those of the motorhome and a supplemental braking system.
For a base plate, I'd recommend the Roadmaster # 1170-1 base plates and then the Falcon All Terrain Tow Bar, part # RM-522. The tow bar would require safety cables like # RM-643.
When the tow bar is installed, you'll want the tow bar to be within 3 inches of level and you might need a high-low adapter. You'll need to determine the height difference between the hitch on your RV and base plates on the Scion and then choose the proper high-low adapter to place the tow bar within 3 inches plus or minus of level. For lighting, using a plug and play-type option like the # RM-2120 magnetic tow lights would make for very easy set-up. No cutting or splicing into the vehicle's wiring would be required. If you'd prefer something a bit more permanent, a diode kit like # RM-15247 from Roadmaster would be a better choice.
Most states require a supplemental braking system. The Stay-IN-Play DUO # SM99251 is my top choice. The install is more involved than some systems but after that you just flip a switch to activate it. It also doesn't need to be removed from the Scion when you want to drive it.
