For your 2003 Ford Crown Victoria you can use Hopkins trailer wiring harness # 46255. There isn't a T-connector that just plugs into the taillight wiring available for your vehicle so you will need to use this hardwire harness.
You will also need a circuit tester such as # PTW2993 to test the vehicle tail light wiring. On the harness yellow is left turn signal, green is right turn signal, red is brake lights, brown is running lights, and white is ground.
The other red wire with the butt connector attaches to the long red wire. This wire will get connected to the positive battery terminal via the included fuse holder and fuse. This is what powers the trailer lights.

I'm 90% of the way done on my installation of this unit on my 2009 Crown Victoria Police Interceptor. I'm down to the red wire and the brown wire coming from the controller. The two turn signal wires are hooked into the car's harness. When the taillights are turned on, the two black wires in the car's taillight harness have power but when the brakes are applied, neither of these two wires has power. What am I missing?
