To add a 7-Way connector to your 2019 Subaru Outback you will need two separate harnesses. They don't make a plug in 7-way harness for your vehicle.
The first harness you will need is the Curt T-Connector item # C56040. This harness is custom fit and plugs into your existing wiring behind your Subaru's rear tail lights. It will provide you with a 4-flat connector. If your Subaru come with a 4-way from the factory then you can skip this part.
The second harness you will need is the Universal Installation Kit item # ETBC7. The kit includes a pre-wired 7- and 4-way trailer connector that mounts easily at the rear of your vehicle with an included bracket. This kit is designed for use on a vehicle with an existing 4-way flat trailer connector and plugs directly into it.
I have linked a couple of installation videos below so you can see the process for installing this harnesses.
I have listed some other parts you will need to tow below. Let me know if you have any other questions.
Trailer Hitch - Curt Class III 2" Trailer Hitch item # C13410
Brake Controller - Tekonsha Prodigy P3 item # 90195
Ball Mount Kit - Curt Towing Starter Kit for 2" Hitches item # C45534
