  First thing I would do is pull off the hub and inspect the inside surface where the brake magnet rides. If it isn't completely smooth it could be grabbing the magnet and breaking it.   If you look at the backs of the brake assemblies there should be a hole where the magnet wires come out and a little opaque plastic strap. • Replacing Trailer Brake Assemblies for Axle with Dexter 36-22 Assemblies
  We do not have replacement shoes for the brake pads you sent in a picture of. But judging by it's overall appearance it's going to be way easier and better for you in the long run to replace those assemblies as they have seen better days. It's also typically about the same price to just replace the entire assembly and won't be quite as difficult either. For that you can use the brake assembly set part # AKEBRK-7-SA and you'll have an assembly for both sides of the axle.
