With some racks, you have to cut rubber strips to install your accessories. These bars skip that step. The top channels use split strips that let you slide mounts right into place—no trimming required. The strips close back up around the mount to help seal against wind and weather.
You can add Thule’s One-Key System locks (sold separately) to deter theft of both the rack and any channel-mounted accessories. It’s an easy way to protect your setup when you leave it parked at camp or overnight on a long road trip.

I agree with you that the rack should include the keys however Thule only offers the one lock system separately as part # TH450400 for a 4 pack. They do it this way so that if you have other Thule accessories like a Thule kayak or bike carrier then you can have the option of ordering enough keys to swap them all out to key them the same. For example you can also buy a six part part # TH450600 or an eight pack like part # TH450800.
