I own a thule wing bar does that work with Rhino Rack towers or Yakima towers?

I am sorry to say that the Thule Wingbars are not compatible with Rhino Rack and Yakima towers. Roof rack manufacturers make their parts to only be compatible with their product line, so if you have Thule bars, you will need to use Thule towers and fit kit as well.
I see that you were looking at parts for a 2016 Toyota Prius C. Unfortunately, we do not offer a Thule fit kit for your vehicle at this time. So your best bet would be to go with a full Yakima or Rhino Rack setup. Personally, I really like the Rhino Rack brand racks. The quality is comparable to Yakima, and the price is usually very fair. The Rhino Rack Roof Rack for a 2016 Toyota Prius C consists of the following parts:
