Hey Thomas. The PopStep item # PS87UR you were looking at is going to be the best option I can recommend. These covers are designed specifically for the Lippert SolidSteps. They are designed for 24" wide treads but will work on 26" wide ones. They're just going to be an inch short on either side. This kit does have the deeper cover for the 13" top step.
The PopStep item # PS87UR are going to firmly wrap around your steps. There is a grove on the bottom that locks them into place so you won't have to worry about them falling off. They have a textured PVC surface designed to provide additional grip.
When you measured your steps did you measure the width of the treads themselves or the width of the entire step assembly?
