Question:
Is there an RV hitch compatible bike rack for 4 bikes that could handle fast tire bikes as well? We have two fat tire ebikes and two regular bikes

Hi Justin; when you say RV compatible do you mean a motorhome, 5th wheel, or travel trailer? How heavy are your e-bikes? The Hollywood Racks Sport Rider SE Bike Rack # HR1400Z-FB you were looking at can be used on a motorhome and will accommodate tires up to 5" wide.
However, the capacity might not be high enough at 50 lbs per bike and you can't use this on a 5th wheel or travel trailer. The highest capacity you can get is going to be the Thule T2 Pro XTR # TH69TX which maxes out at 60 lbs per bike with an overall capacity of 160 lbs for 4 bikes but once again this is limited to a motorhome.
The only 4-bike racks that are 5th wheel or travel trailer compatible that will work with fat tires are hanging bike racks like Thule Range RV Bike Rack for 4 Bikes # TH9057. This only has a capacity of 37.5 lbs per bike which probably isn't enough for the e-bikes. If you can manage to get that weight down by pulling batteries this is your best option.
Outside of that, I would look at storing the regular bikes inside and using a 2-bike rack like the Hollywood Racks RV Rider Bike Rack # HLY64FR for a 5th wheel (80 lbs per bike and 5" tires) or the Lets Go Aero V-Lectric VFR Bike Rack # LGA25VR for a travel trailer (80 lbs per bike and 4-1/2" tires).
