We can definitely get you replacement hardware for installing a hitch on your 2013 Toyota Highlander. Do you happen to know which hitch you have? It's not the end of the world if you don't, but figured I would ask.
If you aren't sure, just use the Curt Trailer Hitch Receiver - Custom Fit - Class III - 2" # 13534 as a reference. You will need the # RHK and all you need to do is put that 13534 part number in the box above the add to cart button (see attached image), and we will then get you all the hardware that originally came with the hitch.
