We definitely have what you need to set up your 2013 Dodge Grand Caravan to tow a 2025 Gulf Stream Enlighten 17BH. I have a list below of everything I would use if I had your vehicle and camper:

A 2013 Dodge Grand Caravan has a maximum of 3,600 pounds of towing capacity and 360 pounds tongue weight capacity, so the etrailer hitch will let you use all of that. It can also handle a weight distributions system (not all of the hitches for your van can) and the Fastway will be the best option for that. It has up to 6" of rise (which you will need as the hitch will sit at 13-1/2" once installed) and can handle up to 450 pounds of tongue weight. A 2025 Gulf Stream Enlighten 17BH weighs 2,810 pounds unloaded and tongue weight is generally 10% of that, so this will be a perfect system for that (for the system to work the best, you want your loaded tongue weight to fall as close to the middle of the system's capacity as possible). I couldn't find the coupler size though, so you will need to see if you need to also grab the 2" ball # 40038 or 2-5/16" ball # C40007 to go with it.
As to the wiring, you will need to start with the 4-flat. Once that is on, the # ETBC7 will piggyback off of it and has all the other wiring needed to get a brake controller installed. The Tekonsha Voyager Brake Controller is an inexpensive option that does a very good job and is easy to use. I mentioned the # 20127 pigtail being option as a lot of people just cut the plug end off the Voyager and hardwire it, but the pigtail will allow you to remove the controller if you ever needed to.
