I purchased part e99044 tongue weight scale that came with a foot pad. Will it fit and work on this manual jack partTJA-5000S-B?

Both the etrailer Tongue Weight Scale for Campers and Utility Trailers - 2,000-lb Capacity # e99044 and the Round A-Frame Trailer Jack - Sidewind - 15-5/8" Travel - 5,000 lbs # TJA-5000S-B have a 2" inner diameter tube, so YES you can use the foot from the scale on the jack as well.
What kind of trailer is this going on?
