Does the E98948 tow base plate for a 2020 jeep wrangler plastic bumper support the clevis for a brute elite tow bar? if not which clevis is required?

No, it does not but I have one that does. To flat tow your 2020 Jeep Wrangler with a Ready Brute Elite tow bar you will need the Blue Ox Base Plate Adapter Brackets for Ready Brute Elite Tow Bars item # BX88297 and the Blue Ox Base Plate Kit item # BX1139. Blue Ox is the only company that makes an adapter for the Ready Brute Elite tow bars and the adapter only works with their base plates.
Here are some other parts you will need to flat tow your 2020 Jeep Wrangler:
Supplemental Braking System - Blue Ox Patriot Radio Frequency, Portable Braking System item # BLU37TR
Wiring Harness - Roadmaster Diode 7-Wire to 6-Wire Flexo-Coil Wiring Kit item # RM-15267 or since you most likely already have the cable you will just need the following parts to connect to your Jeep's lights and control them:
