What is the procedure when backing up so that the surge brake does not engage and lock the trailer brakes?

So there isn't a procedure, but there are a couple of different ways you can reverse without engaging the brakes using the Dexter Zinc-Plated Brake Actuator - Drum - Multi-Fit Ball - Bolt On - 7,000 lbs # T43397007K.
The first is if your trailer has free-backing trailer brakes which won't engage while reversing; you can just back up like normal. Otherwise, what you can do with this actuator to make the brakes not engage is add the Solenoid Valve # T4748800.
